- Preheat oven to 350°F (175°C). Line muffin tin with blue paper cupcake liners.
- In a medium bowl, whisk together flour, baking powder, baking soda, and salt.
- In another bowl, cream softened butter and granulated sugar until light and fluffy. Add eggs and vanilla extract, mixing well.
- Gradually mix in dry ingredients, alternating with whole milk, until combined.
- Fill cupcake liners 2/3 full with batter.
- Bake 18-20 minutes until a toothpick comes out clean. Cool completely on wire rack.
- Beat softened cream cheese and butter until smooth. Add vanilla and powdered sugar, mixing until fluffy. Add milk/cream if needed for consistency.
- Frost cooled cupcakes to form detailed mounds. Apply the Sugary Drip: Mix 1 cup powdered sugar and 1-2 tbsp milk until thin enough to run but thick enough to drip. Carefully cascade around the base of the frosting.
- Apply crushed graham cracker 'sand' to the base of the drip and the cake, covering the bottom section entirely. Top each cupcake with a fanned striped cookie (beach chair), a raspberry, a brown candy, a miniature umbrella, a gummy bear, and a life preserver candy, arranging thoughtfully for unique little paradise scenes.

Store cupcakes in an airtight container in the refrigerator for up to 3 days. For best visual effect, assemble toppings just before serving. Use different candy items for endless creative variations.
