- Preheat oven to 350°F (175°C). Line an 8x8 or 9x9 inch square baking pan with parchment paper.
- In a bowl, whisk together flour, baking powder, baking soda, and salt.
- In a large mixer bowl, beat the softened butter, vegetable oil, and granulated sugar until pale and fluffy (about 3-4 minutes).
- Add the eggs one at a time, beating well after each. Stir in the vanilla extract.
- Alternately add the dry ingredients and the buttermilk, beginning and ending with the dry ingredients. Mix until just combined. Do not overmix.
- Pour batter into the prepared pan and smooth the top. Bake for 30-35 minutes, or until a toothpick inserted in the center comes out clean.
- Let cake cool in pan for 20 minutes, then turn out onto a wire rack to cool completely.
- For the frosting, beat the softened butter for 5 minutes until very pale. Gradually add powdered sugar, heavy cream, vanilla, and salt. Beat on high for 3 minutes until fluffy.
- Spread the frosting thickly over the cooled cake. Top generously with rainbow sprinkles.
